Abstract

This book presents the results of the study "Infrastructure Capital, Maintenance and Road Damage Costs for Different Heavy Goods Vehicles in the EU" which was commissioned by the European Commission, DG VII. This study supported the preparation of the white book on transport infrastructure charging. The study an European consortium consisting of DIW (German has been conducted by Institute for Economic Research, project leader and responsible for the country reports for Germany, Belgium, the Netherlands, Luxembourg and Sweden), INFRAS (responsible for the country reports for Switzerland, Denmark, Portugal and Greece), Consultancy Dr. Herry (responsible for the country reports for Austria, Finland, France and Italy) and NERA (National Economic Research Associates, responsible for the country reports for the UK, Ireland and Spain). The project ran from November 1997 to March 1998 and was monitored by a steering committee with representatives of the EU-member states. This book is dealing with the calculation of costs for road infrastructure and congestion and the allocation of these costs to vehicle types. It focuses on heavy goods vehicles. This is a topic of high relevance for transport policy both on the national and the EU-Ievel with a long tradition of political and scientific debate. The study contains a comprehensive methodological comparison of existing models for calculating road capital values and capital costs and for allocating infrastructure costs to vehicle types.

Abstract

Over the past thirty-five years, a tremendous body of both theoretical and empirical research has been established on the `science of transportation'. The Handbook of Transportation Science has collected and synthesized this research into a systematic treatment of this field covering its fundamental concepts, methods, and principles. The purpose of this handbook is to define transportation as a scientific discipline that transcends transportation technology and methods. Whether by car, truck, airplane - or by a mode of transportation that has not yet been conceived - transportation obeys fundamental properties. The science of transportation defines these properties, and demonstrates how our knowledge of one mode of transportation can be used to explain the behavior of another. Transportation scientists are motivated by the desire to explain spatial interactions that result in movement of people or objects from place to place. Its methodologies draw from physics, operations research, probability and control theory. It is fundamentally a quantitative discipline, relying on mathematical models and optimization algorithms to explain the phenomena of transportation. The fourteen chapters in the handbook are written by the leading researchers in transportation science in an effort to define and categorize for the first time the scientific nature and state of the art of the field. As such, it is directed to the broader research community, transportation practitioners, and future transportation scientists.

Abstract

The phenomenon of international seaport administration is the subject of this book. As a Ph.D.-student at the Delft University of Technology (period 1993 - 1997) I had the opportunity to develop and exercise my hobby on a full time base. The result was a Ph.D.-dissertation which was defended in December 1997. Unfortunately, these research results were published in Dutch while the majority of the interviewees and employees in the world of international seaport administration are English speaking people. Both for the reason of high international relevance of the results I felt the necessity to get this Ph.D.-research translated and published in English. With the excellent help of my promotor Prof.dr. W.G.M. Salet I found Prof.dr. H. van der Wusten prepared to cover this study on international seaport administration in the Kluwer GeoJournal Library series. I thank Mr. Van der Wusten for giving me this opportunity. But also due to the outstanding help of my current employer 'Zeeland Seaports Authority' the funding for the translation became very quickly possible. I thank the Managing Director of Zeeland Seaports Authority, Mr. J.M.H.G. Philippen, and the Commercial Director, Capt. J. Abstract

Newspapers: A Lost Cause? describes the recent history of newspaper firms in the United States and The Netherlands, and attempts to assess the chances of survival of the printed newspaper. The changing competitive media landscape and the challenges of today's newspaper organisations, including the impact of the Internet on the news industry, are described and analysed. The author argues that although the printed newspaper will not be replaced overnight by (new) competing media, the traditional business model of newspapers is being eroded slowly but steadily. A healthy newspaper industry and prospering newspaper firms can only exist, if management - including journalists and marketeers - focus their attention on changing the newspaper organisation and capitalise more intensively on its core assets and skills.

Abstract

This book demonstrates the state of the art in the use of information systems and modelling methods in different spatial/geographical planning contexts. Abstract

Since 1994, the European Commission has undertaken various actions to expand the use of Earth observation (EO) from space in the Union and to stimulate value-added services based on the use of Earth observation satellite data.' By supporting research and technological development activities in this area, DG XII responded to the need to increase the cost-effectiveness of space­ derived environmental information. At the same time, it has contributed to a better exploitation of this unique technology, which is a key source of data for environmental monitoring from local to global scale. MAVIRIC is part of the investment made in the context of the Environ­ ment and Climate Programme (1994-1998) to strengthen applied techniques, based on a better understanding of the link between the remote sensing signal and the underlying bio- geo-physical processes. Translation of this scientific know-how into practical algorithms or methods is a priority in order to con­ vert more quickly, effectively and accurately space signals into geographical information. Now the availability of high spatial resolution satellite data is rapidly evolving and the fusion of data from different sensors including radar sensors is progressing well, the question arises whether existing machine vision approaches could be advantageously used by the remote sensing community. Automatic feature/object extraction from remotely sensed images looks very attractive in terms of processing time, standardisation and implementation of operational processing chains, but it remains highly complex when applied to natural scenes.

Abstract

Telecommunications - central to our daily lives - continues to change dramatically. These changes are the result of technological advances, deregulation, the proliferation of broadband service offers, and the spectacular popularity of the Internet and wireless services. In such a dynamic technological and economic environment, competition is increasing among service providers and among equipment manufacturers. Consequently, optimization of the planning process is becoming essential. Although telecommunications network planning has been tackled by the Operations Research community for some time, many fundamental problems remain challenging. Through its fourteen chapters, this book covers some new and some still challenging older problems which arise in the planning of telecommunication networks. Telecommunications Network Planning will benefit both telecommunications practitioners looking for efficient methods to solve their problems and operations researchers interested in telecommunications. The book examines network design and dimensioning problems; it explores Operation Research issues related to a new standard Asynchronous Transfer Mode (ATM); it overviews problems that arise when designing survivable SDH/SONET Networks; it considers some broadband network problems; and it concludes with three chapters on wireless and mobile networks.
